Yes, they are backing up, metaphorically, slowly and carefully so as not to seem in a hurry. They are not looking behind themselves, and so they may miss a few things as they back up; the slow circle of the law, the people, who have now surrounded them. As folks join the circle of the awake and unfearful, and angry group that we are, those pushing the WEF agenda will be fewer and fewer.
